Air pollution sources in the Sacramento County are subject to the rules and regulations of the Sacramento Metropolitan Air Quality Management District (SMAQMD). SMAQMD is classified as nonattainment for California's ambient air quality standards for:
SMAQMD rules mandate that major new sources of NOx, SOx, PM10, VOC, and CO at various trigger levels, secure emission offsets. Qualifying emission reductions can be banked for later use or sale.
