Emission Reduction Credits - Arizona

Both Arizona Department of Environmental Quality and Maricopa County Air Pollution Control District (includes the cities of Phoenix, Scottsdale, and Tempe) have adopted emission banking and trading rules.  As one of the fast growing areas in the country, Arizona, and in particular Phoenix, is addressing issues of industry growth and emissions increases. 

Maricopa County is classified as Serious or Severe Non-Attainment for NOx, VOC, PM10, and CO, depending on the area within the county.   Offsets are required for major sources which are defined as: 

CO –> 50 tpy
VOC –> 50 tpy
PM10 –> 70 tpy
NOx –> 25 –> 50 tpy depending on source location 

This ERC program has a number of trading restrictions, including distance ratios calculated based on where the ERC was generated vs where it will be used.
